In September 1973, the three teams of Hawks, Green Tortoise and Daen lead a group that also included Sawa-Crabs and Nagano Club, to form a five team league that comprised the first ever domestic club league in Japan. The following year, the efforts of league president Koshimaro Suzuki led to gaining official recognition from the East Kanto Rugby Football Union, and the league started under the official name of the "Shuto Club Rugby Association".

The main activities of the league today are the holding of an autumn club competition, a sevens tournament and the formation of a leaguewide representative team that plays a representative team from the Santama League in the New Zealand Ambassador's Club each year.

The league itself is run by a meeting of club representatives held every month, with burdens and responsibilities shared among members and each working together to address issues and make constant improvements to the running of the league.

The league ensures securing of grounds and referees for matches, with appointed representatives to ensure the smooth and timely running of matches.
